Vail Pittman was born on September 17, 1883 in Vicksburg, Mississippi. He came to Nevada in 1904 during the Tonopah mining boom, where he eventually entered the newspaper business in 1913. Between 1925 and 1929 Pittman served one term as a Senator in the State Legislature, and then he was elected Lieutenant Governor on the Democratic ticket in 1942. He became Acting Governor July 24, 1945 when Governor Carville resigned and was appointed U.S. Senator by Pittman, after the death of James Scrugham. In 1946 Pittman was elected Governor and served one term, being defeated by Charles Russell in his bid for reelection in 1950. Pittman moved to Las Vegas and later died in a San Francisco hospital, January 29, 1964 at age 80.

Records of Governor Vail Pittman
The records of Governor Vail Pittman consist of 31 cubic feet of records dating from 1945-1950. The records are arranged alphabetically by topic and chronologically within each topic. Folders were labeled followed the labeling conventions of the governor’s staff; therefore folders for many agencies, boards, and commissions are labeled in the manner of “Nevada State Attorney General” rather than “Attorney General.”
One of the more significant series within these records is that of the Colorado River Commission (CRC). Because the governor was for many years a member of the Commission, and the office of the Attorney General furnished legal counsel to the Commission, most of the records concerning the CRC are in the files of the governors and attorneys general. The files of Governor Pittman are no exception. During Pittman’s administration a Nevada Legislative measure of 1947 authorized the CRC to conduct a survey in order “to collect and arrange all data and information pertaining to the development and use of [electrical] power from all sources, and to determine the economic feasibility of the extension of power to the various mining, industrial, and agricultural areas of the state.” (See “Power Survey,” GOV-0150, file #7.) The CRC and the Federal Power Commission published a report on the survey in 1949.
Other legislation of 1947 authorized the CRC to acquire the property of Basic Magnesium from the federal government’s War Assets Administration, and to lease or sell it to private persons or corporation and, beginning in 1951, to public corporations as well. The CRC assumed control of the property in 1948. As the landowner, CRC then sold off both the City of Basic and the housing built for plant workers. The City of Basic became the City of Henderson. Files in the Pittman records document this process as well as the relationships between the CRC and other electrical power producers/distributors such as the Columbia Valley Authority and Columbia Basin Inter-Agency Committee.
Pittman’s administration also saw the growth of the state in terms of economic prosperity. Although the reliance of the state on federal funds for welfare, health, and highway concerns began during the 1930s, the ending of World War II allowed for the diversion of an increasing amount of federal dollars into state programs. Topical files in the Pittman records associated with both Nevada state and U.S. government agencies testify to the growing complexity of federal-state relations.

Agency Files may contain correspondence, memos, minutes of meetings, reports, manuals, books, brochures, informational flyers, state forms, proposals, studies, audit reports and papers, court records, police and institutional reports documenting activities of state agencies.
Appointments and Resume Files are used to document and reference appointments of persons by the Governor to boards, commissions, and similar bodies. The records may contain: correspondence, resumes, letters of recommendation, notes and similar material.
Associations Files are used to reference the national or regional associations (e.g., National Governors' Association and Western Governors' Association) of which the Governor is a member or has an interest. The files may contain correspondence, notes, agendas, calendars, newsletters, informational brochures and pamphlets, bound reports and publications, books and similar material.
Boards and Commission Minutes Files contain copies of minutes of the boards and commission of which the Governor serves as Chairman: the Board of Examiners; the Board of State Prison Commissioners; the State Board of Finance, etc. In addition to minutes, the files may contain agendas, exhibits, appendices, transcripts, reports, announcements, and similar material.
Correspondence Files include correspondence sent or received by the Governor or employees of his office in the performance of governmental duties. The files consist of original correspondence and copies of replies concerning: (1) constituent issues and (2) federal correspondence, i.e., congressional delegation and federal agencies. Correspondence may include: congratulation letters, invitations, thank you letters, citizen and "kid" requests, eccentric letters, alpha and reader files, staff files, memos, notes, reports, bulletins, informational flyers, brochures, pamphlets and similar material.
Extradition Files contain a copy of the application for issuance of requisition, with the action of the Governor indicated by endorsement on the executive warrant, along with one copy of the certified copies of the indictment, complaint, information and affidavits, or the judgment of conviction, or the sentence. A list of people extradited can be obtained from the Archives.
Legislative Files are used as a work reference file for the activities of the legislature during the session. The files may consist of copies of legislative documents (agendas, senate and assembly bills and actions, copies of Bill Draft Requests, etc.) correspondence, memos, notes position papers, reports, statistical studies, newspaper and magazine articles and similar material.
Mansion Files consist of information used to document the activities and history of the Governor's mansion. The files may contain memorabilia of historical significance.
Message Files contain the original Governor's Messages to the Legislature delivered at every regular session on the condition of the State and with the recommended measures he deems expedient (Art 5 Sec 10). Also included are addresses delivered in even-numbered years. The files may consist of messages, notes, charts, graphs and similar material.
News Release Files contain copies of the news releases issued from the Governor's office and is used to reference them. The files consist of originals or copies of news releases, general correspondence, notes, charts, graphs, and related informational flyers.
Presentation and Speech Files contain copies of presentations and speeches delivered by the Governor or his employees in the performance of governmental duties, and are used to document public appearances, speeches and presentations. The file consists of originals or copies of speeches or presentations, and may contain notes, agendas, charts, graphs, brochures, pamphlets, information of organizations and similar material.
Proclamations Files contain the proclamations issued by the Governor. The files consist of copies of proclamations, general correspondence, requests for proclamations, memos, notes, reports and similar material.
Subject Files are used to document and reference correspondence to and from the Governor concerning national and international organizations, the federal government, local governments, plus other organizations or subjects of interest. The files may contain: correspondence, notes, informational flyers, newsletters, news articles, brochures, pamphlets, press clippings, books, magazines, art work, photos and similar material.
