At a meeting called for the purpose the citizens of Carson Valley commenced on this the evening of the 21s of March A.D. 1853. And Mr. J.H. Scott was elected Chairman and F.G. Barnard Secretary - When the following paper in a body was unanimously adopted for our observance to wit -
1 "We At a meeting of the Citizens of Carson Valley do hereby pledge ourselves to be governed by the following rules and regulations in the settling and holding of all Government Lands and mutually to assist afford each other all necessary support in improving and sustaining said rules and organizations
2 All persons intending to occupy claims shall file a notice and description
