The Recorder shall not issue a certificate until the fees are paid

There shall be a permanent committee of Seven persons created, who shall be responsible for the acts of the Recorder the due observance of these resolutions, the payment of expenses on survey, the proper appropriation of all monies paid into Treasury, and generally the arrangement of all business touching claims - The names of this committee shall be entered on the Recorder's books and inserted immediately after this resolution - to wit Wm Byrnes John Reese E.L. Barnard A. Woodward H.H. Jameson T.A. Hylton N.R. Haskell
