Pursuant to notice of a meeting of the citizens of "Carson Valley," one was convened on the evening of Nov 12th 1851 - to consider the necessity of providing for the survey of claims and the subdivision of the valley So as to secure each individual in their rights to land taken up and improved by them, to agree upon a petition to Congress for a distinct territorial government, the creation of publick officers for the valley and the adoption of by-laws and fixed regulations to govern the community Proceeding of meeting Nov 12,th 1851
